A strike by refuse workers over pay causes chaos in Poplar. Rubbish is piling up all over the borough, and a communal dump has popped up outside Nonnatus House, where it begins to attract rats, bringing the threat of disease.
A furious Dr Turner (Stephen McGann) attends a Board of Health meeting, where he speaks out against the council for allowing the heaps of litter to pollute residential areas, and local mayor Violet (Annabelle Apsion) is urged to act.
