史瓦帝尼尚無高債務風險持續改善維持債務永續性

根據《史瓦帝尼時報》（Times of Eswatini）報導，相較多數非洲國家，史瓦帝尼目前並未陷入債務困境，債務的GDP占比約40％，但不能以此自滿，必須持續改善並維持債務的永續性。 泛非洲組織「非洲債務與發展論壇暨網絡」（African Forum and Network on Debt and Development，簡稱AFRO­DAD）在2022年3月下旬邀請20個非洲國家的記者，參加在肯亞首都Nairobi舉行媒體倡議（AFROMEDI）的能力建構研討會，加強記者在債務及發展領域的認知，以協助非洲國家在債務、資源管理及金融發展的挑戰尋求解決方案，以利協助非洲大陸長期永續發展。目前債務GDP占比超過70％，即達債務困境的非洲國家，計有迦納及莫三比克；史瓦帝尼2月債務GDP占比約40％，尚無債務困境或高債務風險的危機，足以持續改善並維持債務永續性。AFRODAD的2021年報告指出，國家公共債務如同雙面刃，若債務用於生產，則可永續發展；但非洲國家的債務不斷增加，政府機構的效益及債務管理政策卻逐漸在惡化。 報導也引用AFRODAD觀點指出，債務管理的透明度對各國自新冠病毒肺炎疫情的經濟蕭條中復甦至關重要，尤其多數國家在疫情期間已將公共債務占GDP比率推高到100％；甚至整個非洲都已有債務危機的風險。AFRODAD指出，非洲整體債務已自2000年的1,920億美元，增加到2020年的1.5兆美元。…
