Congress in disarray after leadership vote

For the first time in US history, the House of Representatives (one half of Congress, the branch of government that makes laws) voted its top leader, the Speaker of the House, out of the position. Lawmakers said they were unhappy with how Speaker Kevin McCarthy, a Republican from California, handled the federal budget. What happened with the budget? Each year by September 30, a federal budget must be passed by the House and the Senate (the other half of Congress). If that doesn’t happen, many government agencies must shut down. This year, Republicans and Democrats disagreed over what the budget should include.
