Most of the country was affected after an important power station stopped working, with blackouts lasting several hours to days. The prime minister blamed fuel shortages and the poor condition of Cuba’s electricity system, and Hurricane Oscar’s arrival on October 20 hampered efforts to restore power. Cali, Colombia Nature protection summit begins COP16, a global summit focused on protecting the world’s biodiversity (variety of living things), is underway from October 21 through November 1.
