The Library of Congress (LOC) in Washington, DC, started out as a small collection of books for lawmakers. Today it serves as the main research arm of Congress (the branch of US government that makes laws), but it is also much more. The library’s first chapter In the late 18th century, the Continental Congress governed the newly formed United States of America. James Madison, then a representative, proposed making a list of books for lawmakers to refer to while they worked. In 1800, under President John Adams, $5,000 was provided to buy books for congressional use. Two years later, President Thomas Jefferson appointed John Beckley the first Librarian of Congress.
