Pour son premier voyage offciel à l’étranger début février – au Panama, Guatemala, Salvador, Costa Rica et en République dominicaine –, le ministre américain des Affaires étrangères Marco Rubio arrive dans une région bousculée par son patron. En moins d’une semaine, Donald Trump ne s’est pas contenté de réclamer le retour du canal de Panama dans le giron américain. Il a aussi « clashé », et de manière spectaculaire, avec le président du pays voisin, la Colombie.
