In Washington, D.C., the historic core of Pennsylvania Avenue has been designed and redesigned by numerous architects and planners since Pierre Charles L’Enfant inscribed the street in his 1791 city plan. This year, the National Capital Planning Commission, or NCPC, the federal planning agency for the Washington region, is developing designs for yet another makeover, though this edition differs notably: For the first time, a landscape architect is in charge.
In October, NCPC named DAVID RUBIN Land Collective of Philadelphia as the prime design consultant to master-plan open spaces around 10 blocks of Pennsylvania Avenue between the White House and the U.S. Capitol.
