An extraordinary planning project gets the treatment.

Fifty years ago, the charrette was alive and well in the pages of LAM. Summoned by Editor Grady Clay, the Rice Center for Community Design Research’s Peter Rowe, Carl Sharpe, and Donald Williams were asked to review and critique Suzuran-Ko, an unusual town project in Japan. With only 90 days to complete the plan for Japan’s Ministry of Transportation, the design team had produced reams of documentation, which was provided to the reviewers. The resulting article, “Suzuran-Ko: A Fantastic New Town Site—but a Plan that Shows Logical Gaps,” encapsulated the authors’ position on the project, which was indebted to then current grounding of urban and community planning in scientific data.
