Dít is waarom die begrotingsrede uitgestel is

Die gebrek aan steun vir die onlangse staatsbegroting, en die gevolglike besluit op die nippertjie om nie die voorbereide begrotingsrede te lewer nie, is ’n keerpunt in Suid-Afrika se geskiedenis. Daar is ’n paar voor die hand liggende oplossings. Dit gaan ’n ernstige kopskuif verg om uit die skuldspiraal te kom.

Die begrotingsrede wat op 19 Februarie by die parlement ingedien sou word, is in sy spore gestuit omdat Enoch Godongwana, minister van finansies, se beoogde verhoging van BTW van 15% tot 17% vooraf uitgelek het. Daar was groot teenstand van die ANC se koalisievennote en selfs binne dié party, sodat daar nou opnuut aan die begroting geskaaf moet word. Teen druktyd was die plan om ’n nuwe begroting op 12 Maart voor te lê. Die aanvanklik voorgestelde begrotingsdokumente skets ’n ontstellende prentjie van wat met die staatsfinansies beoog is. Wat veral skokkend is, is die feit dat die ANC (wat nog dink hy is in beheer) weer gedroom het dat hy staatsbesteding met meer as 8% kon vermeerder en BTW kon verhoog om die ekstra gat toe te stop.
