It is normal for drainage and external works to be left until the later stages of a self-build project. But there is no absolute requirement for that to be the case and, indeed, in some circumstances they can be carried out, or at least started, during the early stages of the construction process — particularly if your groundworkers are on site and facing a delay on materials for another aspect of the build. Care does have to be taken though to protect drains, particularly those close to the building, from future impact damage or from the pressure of scaffolding.
