The Prime Minister slammed the Kremlin for bombing homes, schools and hospitals - causing widespread civilian casualties despite Russia agreeing an energy and infrastructure ceasefire.
And he warned that Putin is trying to drag out peace negotiations.
Starmer said: "It's clear the Russians are filibustering.
"They are playing games and they are playing for time. It is a classic from the Putin playbook.
"We should be setting a framework and a deadline of delivering real progress, and we should hold them to that deadline."
The PM hit out at Russia for continuing its relentless onslaught on Ukraine's people, firing 1000 long range drones at the country since truce talks started.

And he insisted stepping up the military pressure is the only way peace can be achieved when dealing with a despot such as Putin.
Starmer declared Defence Secretary John Healey will chair a summit to help push military aid to Kyiv and "keep Ukraine in the fight".
He added: "We will work together to ensure Ukraine's security so it can defend, and deter against, future attacks.
