The driver of the Nissan car left Glasgow city centre before colliding with two people on Duke Street at 8pm on Sunday.
The vehicle continued driving into a road closure set up by police in the area following an earlier crash, and officers had to take evasive action to avoid injury.
The car failed to stop and then crashed into a lamppost on nearby Carntyne Road.
A 34-year-old was arrested in woodland after allegedly trying to escape on foot.
He was charged with several offences, including failing to provide a breath sample.
No information was made public about the people hit by the car.
