Speaking on a visit to Glasgow, the Tory leader said ministers have not done “anything, in my view, anywhere close to giving the appropriate guidance” to public organisations.
Ministers have been urged to provide clarity on the issue amid an employment tribunal between nurse Sandie Peggie and NHS Fife.
Ms Peggie was suspended after an incident with transgender doctor Beth Upton in a female changing room, who alleged bullying and harassment, putting single-sex spaces and transgender rights into the limelight.
