The Scottish Prison Service (SPS) said yesterday it accepted all of the recommendations made in a sheriff's determination in full, following a fatal accident inquiry into their deaths.
They said there will be "an overhaul" of the body's suicide prevention policy, Talk To Me.
In January, a sheriff ruled the deaths of the two young inmates, which occurred four months apart, were the result of a catalogue of failures by the SPS and healthcare staff.
Sheriff SG Collins KC identified a series of safety failings and defects where staff failed to pass on vital information that could have prevented the suicides of Katie, 21, and William, 16.
