One proposal is to save £5billion by tightening rules on personal independence payments for people with long-term conditions.
Ministers had also reportedly been looking at freezing PIP payments but this was dropped due to backbench pressure.
Ms Kendall's opposite number Helen Whately pressed the Labour minister about whether she had "collective agreement" for her plans.
Ms Kendall refused to answer, saying only that Ms Whately would have to "show a little patience" and claiming the Tories "never" had a plan on benefits.
